Erdoğan had the most to gain from this, which is probably why he made the power play. By publicly accusing academics who criticize the government of terrorism, Erdoğan created popular distrust and led to some of the signatories losing their jobs. Even if they are technically allowed to speak out against the government, their employers and communities will punish them. Chomsky doesn't really have much to gain or lose from this, except that his years of advocating for Kurdish rights have just been negated in terms of public support.
